Syed Shahabuddin is a well known in the political and academic circles as well as in the mass media and does not need an introduction.
In his many incarnations he has been a university teacher, a diplomat, who served as an ambassador and a government official who was at the time of his seeking pre-mature retirement, the Joint Secretary in charge of South East Asia, the Indian Ocean and the Pacific in the Ministry of External Affairs. He was a MP for three terms between 1979 and 1996 and made a mark as a Parliamentarian. Dear Shri Chidambaram,
            Muslim opinion is shocked by your statement of 6 March, 09, in which you are reported to have stated as follows:
            “The Mecca Masjid blasts case has turned cold as two prime suspects are believed to have died. Unless we get further clues, it is not possible to take it forward. But the CBI is still working on the case.”
            Although, the CBI is said to be still working on the case, your statement virtually pronounces the end of the investigation / prosecution. The Hyderabad police, as you may not be fully aware, has played an infamous role in investigating this case in the beginning.
            Seen in the context of the slowing down of the investigation on the Malegaon bomb blasts and the perfunctory and inadequate charge-sheet, submitted to the Special Court by the Maharashtra ATS, the Muslim public opinion has come to conclude that after Karkare’s killing and his replacement by his predecessor Mr. Raghuvanshi available leads against Hindu Terrorism shall no longer be followed with due vigour. To any observer of the scene, it would appear that in Malegaon case even persons like Pandey and Col. Purohit and others whose they named and whose had figured in investigation have been left out of the net. The feel that not only the investigation of the Hyderabad blast but other unsolved acts of terrorism like those Ajmer Dargah and Samjhauta express have been given up, because they may reveal the wide network of Hindu Terrorism.  
The investigation agencies appear to have reverted to the old style of investigation where all clues leading towards the possible involvement of Hindutva terrorists were not followed up, obivious lines of investigation were not taken up and even those involved in serious crimes including rebellion against the state were left out and not prosecuted.
            The anti-Muslim reputation of the AP and Maharashtra police officers in general are well known. In Maharasthra particularly their morale is high because even those indicted by the Shri Krishna Commission by name have not been put in the box. You should be aware of the fact that even CBI and IB have very few officers with unblemished secular record.
            The average Muslim continues to feel much respect for Karkare, because he was first to expose the existence of Hindu terrorism in the country and its network. He generated a lot of goodwill which is likely to be washed away by leaving further investigation in the hands of the Maharasthra or AP police or even CBI.  
 The state has the duty not only to faithfully pursue all leads, whatever time and energy it takes, to unearth the conspiracy and identify and punish all involved. The state is based on rule of law; and equality before the law, it cannot afford to create the impression that Muslim youth suspected of terrorism are lifted, detained and tortured to extract false confessions while the known perpetrators and collaborators in acts of Hindu terrorism are treated with soft gloves.  The cancer of Hindu Terrorism is not a recent growth. It has old roots which have been nurtured over a period of time. They have been active at least since 1992.

I would strongly suggest that the Central government should create a SIT to probe into all incidents of terrorism during the last 10 years which have remained unresolved, for indepth investigation by meticulously following all possible lines of inquiry in order to dig out the truth.
