Syed Shahabuddin is a well known in the political and academic circles as well as in the mass media and does not need an introduction.
In his many incarnations he has been a university teacher, a diplomat, who served as an ambassador and a government official who was at the time of his seeking pre-mature retirement, the Joint Secretary in charge of South East Asia, the Indian Ocean and the Pacific in the Ministry of External Affairs. He was a MP for three terms between 1979 and 1996 and made a mark as a Parliamentarian. He has edited Muslim India, the monthly journal of research, documentation and reference from 1983 to 2002 and again from July 2006. He has been a regular contributor on current affairs in the media and a familiar participant in seminars and TV discussions. Dear Shri Arjun singhji.
We welcome your statement that the Government is prepared to take every possible step for the promotion of Urdu.
The biggest handicap that Urdu faces for its survival is that Urdu-speaking children are not receiving their primary instruction through the medium of their mother tongue Urdu and not even learning Urdu as the first language at the secondary level. So the next generation is not learning to writ or read Urdu. This has its impact on the sale of books, magazines and newspapers. Can you imagine the Urdu speaking students of the AMU write to me in Devanigiri Script? The state Government of UP does not permit Urdu as a medium even of primary instruction!
This is in my view deviation from the Constitution and amounts to cultural genocide.
We, therefore, request you that as the Minister of Human Resource Development and as Chairman of NCPUL, you may like to write to all Chief Ministers / state Education Ministers of Urdu speaking states/ where at least 5% of the population has declared Urdu a its mother tongue, to ensure that

Government Urdu-medium primary schools are established in all Urdu speaking areas i.e. villages and Panchayats, Mohallas and towns in accordance with national norms, without any numerical restrictions: |

Urdu is included in the state secondary syllabus as a compulsory first language for Urdu speaking students with the principal language of the state as the compulsory second language. |
