Syed Shahabuddin is a well known in the political and academic circles as well as in the mass media and does not need an introduction.
In his many incarnations he has been a university teacher, a diplomat, who served as an ambassador and a government official who was at the time of his seeking pre-mature retirement, the Joint Secretary in charge of South East Asia, the Indian Ocean and the Pacific in the Ministry of External Affairs. He was a MP for three terms between 1979 and 1996 and made a mark as a Parliamentarian. He has edited Muslim India, the monthly journal of research, documentation and reference from 1983 to 2002 and again from July 2006. He has been a regular contributor on current affairs in the media and a familiar participant in seminars and TV discussions. Recruitment Of High Castes As BC On False Certificate

My dear Social Welfare Minister,
The press has highlighted the fact that educated members of high castes are taking Government, Municipal or Panchayant jobs as sweepers. This is because of raging unemployment and the security which government or semi-government job offers. However, this is not a new development. Cases have been known of members of high castes obtaining false certificates of caste and securing the jobs of Safai Karamcharis in urban areas and then outsourcing them by private agreement with the collusion of the supervisors to the members of the Scheduled Casts & Scheduled Tribes who are paid lower salaries, while they remain free to take another job as well as they escape the social denigration of working as sweepers.

The statistics relating to public employment of Scheduled Casts & Scheduled Tribes shows clearly that their representation goes down sharply as one moves up from Group D jobs to Group A. Now even Group D jobs are being encroached.

It is suggested that the Government should issue a directive that the local authorities which employ Safai Karamcharis should advertise the available posts and announce preference for Scheduled Caste & Scheduled Tribe applicants and prosecute members of the high castes who apply for the jobs on the basis of certificates which are found to be false on scrutiny.
